Absolutely yes. There isn't much difference between a fighter with
thruster plates and a tank with thruster plates except perhaps one has a
driver and one has a pilot.Take a look at Renegade Legion:Centurion for
more on this.
A planetbuster misjumping into a hex with a system in it will 1) Arrive
at a random point in either 9 square light years or 27 cubic light years
with a random orientation relative to the system located therein. No
chance of a hit.
Expect the I.Army garrison on any given world to be prepared for the loss
of the Fleet units insystem with weapons caches and a resistance plan.
