Merchant Special Duty

I have a couple of questions regarding the MegaTraveller Merchant Character
generation rules.  I can't find the explanation anywhere in the rules.

1)  How does one get into the Administration department?  The Department
    Assignment table doesn't have an entry for Administration.

2)  Where is the Special Duty table?  I must be blind because I can't see it
    anywhere.
