What's wrong with the idea of emmigration, mass exodus, etc. from undesirable worlds to nicer places? The stats genera ted for this subsector are only a snapshot in time from the survey in 1105. Human populations are rarely in equilibrium when the grass in greener. Massive population movement would also generate considerable, temporary,interstellar traffic far above the "static" statistics that determined ship building and starport activity. Plenty of plot material there. Keith Thoms
